negatives: excluded agricultural and service workers, public employees and those employed outside of interstate commerce
excluded because of opposition within congress
many black Americans, hispanic Americans and women received very little benefit from the act

positives: resettlement administration of 1935 helped relocate 45,000 farming families from the areas in Oklahoma
rural electrification administration also created in 1935, gave low interest loans to rural cooperatives to allow them to provide electricity
in 1930, only 10% of rural communities had electricity
by 1945, 40% of parks had electricity, as a result of rural electrification administration
