Ask for an extension of the deadline and give new projects to said committee member to give him a chance to prove himself.
Might not be considered fair treatment by the other team members who might be interested in the role.
Overlapping both roles in the Employee Volunteer Committee and as Customer Service Director while looking for suitable replacement.
I may be overworked and won't be able to deliver good performance on one of them or even both positions.

F - The Problem
Determine my replacement as Chair of the Employee Volunteer Committee due to a pending promotion and an increase in my responsibilities.
One member of the committee that put himself forward for the position has not been productive and had little to contribute in the last three projects. Also, because of sly comments in the past, I'm not sure his intentions are in the best interest of the committee.
A - What's at stake?
The new Committee Chair and my professional reputation if I were to choose someone that's not competent enough.
Why: I cannot continue as Committee Chair and Customer Service Director due to increased responsibilities.

How: provide objective facts about the impact/contributions of potential candidates, leaving out personal biases.
Make a list of contributions on most recents projects by members of the committee to justify my decision.
