Government finally makes new laws.
Laws try to clean up cities and make factories safer (but only a little).
A new law lets factory owners vote, giving them more political power than farmers.
Farmers move to factory towns for jobs.
Cities like Manchester and Liverpool grow super fast.
Neighborhoods become overcrowded slums with no clean water.
The population booms because there is more food (from better farming tools).
Government follows "hands-off" rules.
Factories can be built anywhere, with no safety rules.
Inventors make new machines for spinning and weaving.
Factories are built where there is coal (for steam engines) and ports (for trade).
Government passes Enclosure Acts.
Rich landowners fence off the shared land.
Village farmers lose their way to grow food and earn money.
Most people live and work on farms in small villages.
Land is shared by villagers for growing food.
