detailed scrutiny placed upon the bill by a committee of experts
consider bill section by section
can suggest amendments

committee chairman reports back to HOC
MPs vote on amendments

final opportunity to raise issues
overall consideration of the bill
passed or rejected
after 3rd reading
bill is passed to HoL
they repeat stages 2-6
any amendments is sent back to HoC each time they are done
