Homeless and poor need support and emergency shelter to keep them safe and warm and provide survival
Primary sector workers are using more basic tools and utilities and may need support
Natural disaster such as drought or extreme weather needs aid to rebuild and restore important infrastructure such as human needs and government buildings
exploitation of children or workers for long hours, low pay or poor conditions can be improved with technology and modern design
In war developing countries may need defence and shelter or resources if supplies are cut off

The homeless, informal livers or refugees who have nowhere to safely call home and need somewhere to live temporarily before settling into a more comfortable life
workers who are exploited or work in basic conditions who's lives could be improved with knowledge and simple improvements
soldiers who all need to be supported during hard times to remain healthy and happy without being costly or unfair
Materials
Materials may need to be sourced from resources that are available, cheap or local to the country
steel can be relatively cheap and be used for tools and shelter so very applicable in these situations
polymers can be versatile for multiple uses which is cheaper for poor countries
