In the end, the weaknesses were:
A weak central government
No centralized military.
A people without nationalism.
A unmodernized economy and traditional beliefs.
The economy was incredibly traditional and unmodernized.
There were modernists, who wanted to modernize China
This meant creating a national army and navy.
Reforming the education system.
Further modernization of the Chinese economy.
Traditionalists believed in the supremacy of the current culture of China.
