Should the city of Springfield invest in more pedestrian infrastructure to adress the issue of reliance on cars for the safety and well being of pedestrians?

Fact: Implementing more street light design will help reduce the deaths of pedestrians at night time. Analysis: This is true because implementing more of these streetlight design allow drivers to see where they are going and to see the people that are crossing or people on the road. This will help both the driver and the pedestrian especially during the nightime because its very hard to see during nightime so implementing more streetdesign could help reduce the numbers of pedestrians substantially. COUNTER CLAIM
Fact : In 2009, 47 percent of fatalities among vehicle drivers and passengers occurred at night. The share in 2021: also 47 percent. Analysis: This number is extremley high especially for pedestrian deaths during the night. This number needs to be regulated at night time because it will only go up from here.
Rebuttal: Fact: Implementing more streetlight will allow cars to see more of the road which will make them go faster.
Analysis: in my opinion this is a very bad thing because having more street design will just allow cars to see the whole way and just speed because " they think they can see everything" however this is not true at all one subtle move or mistake can create a devastating problem that will lead to the fatality of a pedestrian. On top of the drivers speeding which means they have no time to react because of how fast the driver is going because they think they cna see everything.
REBUTTAL: Fact :Implementing more streetlights cause more glare to both the driver and the pedestrian. Analysis: This is true because including the lights that cars already own on top of the streetlight design will just worsen the view for both the driver and the pedestrian . In my opinion iI think the glare on the cars is already more than enough and adding more streetlight design will just worsen that increasing the glare which creates a nonseeable environment for both the pedestrian and the driver.
