Each of the armed forces had its own ministry, all coordinated by the high commander (William Keitel). In August 1939, the Ministerial Council for the Defence of the Reich was set up, to coordinate domestic affairs to support the war. Chaired by Goering, it included Frick, Funk, Keitel and Rudolf Hess. Hitler disliked group meetings and it was disbanded in November. Frick, Funk and Keitel met infrequently as the ‘Group of Three’.
