The story
The story will imply all of this, none of this is to be explicitly stated. This is what is going to hook the viewers in and keep them reading so it can speak in volumes.
The whole idea that homelessness is considered the gray area is brutal. Then the true punishment is jail, especially when its a homless guy stealing bread, is a messed up plot device im going to put in.
the people
the people will be in pain once the system operates on a different level
see the people are constantly feeling love with this system. It is like a wave of emotion passing over them every moment of their day. The key here is that the system is pretty good with balance but when it punishes the people, the system puts them through extremes of either end of the circuit, this leads to some physchological fsctors to unfold here.
So when a person is disrupted of their daily routine on this new device, they will notices differences such as anxiety, agitation, lack of motivation and they will most likely realise how much they depended on this device to make their day, not being able to look after themselves and do the same thing.
This would be subtle at first but they would likely try to find ways of comfort and motivation in-directly (or directly) if it has been a day or two.
this could be through

While they get this comort, they will look at their friends , family, and others with the device with jealous and malice. They will likely feel alienated or left out becuase they are no longer synced up to the system.

And eventually, they will still feel nothing because their brain is unable to match up with the new device they have been given. They will likely feel numb in the long run. Over excercising can be possible, only leading to pain.
drugs
This can lead to more dependnecy, leading to drug abuse and problems due to what the drugs cause. It can also lead people into a shady sitruation.
risk taking
but the problem is, this all sounds great at first but you have to realise it will slowly eat the person inside out when they notice how they are dependent on aall of these. This is actually how criminals begin becuase they try to drown out the noise with constant pleasure seeking. Destroying relationships in the long run and breaking the child within themselves.
sensation seeking
This will be a great way for them to re-connect with themselves but with the advancements and aall the other things they could be doing, this will not mean much to them in the long run becuase their endorphins are being burned or flushed out, leading to emptiness and a sense of isolation.
Furthermore, while this will give them a sense of control, the system will challange them with that, subtly without much directive as to why. This was considered to be the true punishment from goverment.
If the individual was deeply paired with hteir device. Other phychological signs could occur.
Stress, anger and fustration
tearfullness, guilt and distress
They will also likely feel like they are trying to constantly search, find or contact someone in some way due to the instinctive that love presents.
especially if they are lonely
The system is also capable of turning people against them. This is through a mixture of chemcials like meletonin, cohrtisol and adrenaline.
Along side this, their is the potential for undercover police to act as individuals who then bully or manipulate the defected individual.
this could be subtle or brutally stated depnding on the reason this person is no longer a part of the system.
The system gave them rythem, harmoney, fufilled hteir desires and finally made everything fair.
This is a futuristic modern society that is only 5 years into the future of what we are currently in. Everyone seems in sync, almost like a hive mind.
Humans like to blend in, it is a part of how we survived but due to the artaficial life we are in, the people will surely bully those who are less than for not getting this device.
They could also pressure people to take the device, like a drug.
