Recognition of Students with Special Needs in the Colombian Education System
1. Responsibilities of Educational Institutions
Ensure inclusive education under Decree 1421 of 2017 and Law 1618 of 2013.
Provide reasonable adjustments (PIAR) to support students’ participation and learning.
Guarantee accessibility in spaces, materials, and communication.
Offer teacher training in inclusive and differentiated teaching strategies.

5. Legal and Policy Framework
