Data is studied to understand effect to the cause to have a clear and concise plan
Team or individual begins to garner support from the public to gain attention to the issue and gain supporters for votes to take to law makers.
Collaboration begin to create a an Action Team to create the Proposal for new legislation
The plan is taken to Capitol Hill to introduce to a specific party, most times who are in support of the advocacy, and then more support is garnered within the the party and other supporting constituents.
Push for Initiative of advocacy
Representative begins to push for the bill within the house and other party members; as well as some outside liberal party supporters.
Budgeting possibilties are now discussed
Politicians begin expressing the need for the advocacy policy and why it may be needed.
Push-back could ensure at this stage from opposing parties or more conservative officials.
Seeking how to implement the policy whether contracted or state-provided resource(s).

To legislate or not to legislate?
Is there money for the policy to be implemented
How will it be implmented
Resources needed for implementation?
Who will receive the benefit, who is it available to?
How will it effect other demographics and populations; will someone else be disadvantaged?
What need is directly being met with the policy and what is it supposed to change?
