Many cabinets were very low, making it very easy for the people in the lowest percentile to access. However, people in the highest percentile would have some issue bending down and getting the required tool.
Area to hold all the tools (hanger)
Use the hanger instead of a cabinet. This can provide an organised space to put each tool so that it is easier to locate them.
Adjustable -> like a fan, closes in when not in use and pull to open back up

Clips or something else that helps item to attach onto something like a table
