These benefits reduced the number of people using health services.
These benefits have been recorded in other cities that have also implements other similar policies.

ULEZ in London raises around £500mn in revenue (

Bradford clean air zone raised £16,762,799 over two years or £15 per person, per year [

In Leeds a clean airzne could also raise substinaial amounts of money. Even with a low income of around £15 ppy it would raise £12 million per year.
Although this isn't a lot of money, revenues you could be higher and income is still income.
Encrouges the use of electric cars.
Improving usage of electric cars will have the benefit of making their use even more attratctive. More elective cars = more demand for services linked to them = more charging spots = a better enviroemnt for electric cars = more electric cars.
Reducing the use of petrol cars will help improve the local air quality and support the green transition.sd
Will cut people driving
By charging people more to drive then it would cost to take the bus we will encrouge people to use public transport to get around the city.
This should reduce the number of cars on the road meaning that journeys by those who need to drive will be quicker and will speed up bus journys.
Buses currently suffer from significant delays with only 80% of buses arriving on time during the months of December, January and February [

Less drivers will also increase road safety for drivers, pedestrians and cycalists and could help increase the space for cycle or bus lanes.
What are emission zones and congestion charges
The idea I would like to pitich is more of an emission zone. This woud focus on charging people to drive polluting cars inside the zone. The cars covered could be all non-green cars, or could be less focused and focus on the worst.
Although a congestion charge could offer more benefits then a emission zone, if implemented a congestion zone should work with an emission zone to still reward those who chose to switch to electric cars.
Congestion charges are aimed at reducing all car usage by charging everyone who ants to drive within them even if their car is electric.

In the model of crowdfunding.
Step 1 -- companies create a proposal for funds with the a request for a loan from the government or the offer of shares to the government and rewards to those that provide money (people or businesses) who invest such as free merch or shares in the business.
Step 2 -- the bank approves the plan, checking that the business is real, that the plan is feasible and it should be put on the website (the plan can still carry risk).
Step 3 -- privite citizens invest in the company either for the rewards or because they want to support their local business. The government matches investments with its investments either granting them shares or debt. The bank would only invest up to the amount the business requested, private citizens may offer to put more money in if they want.
Governemnt owned shares would partly act as a wealth fund with shares able to be sold to fund investments in major projects or to expand lequid capital for the bank.
The aim would be for the institution to make money with those reviewing application including future profitability into whether the company is added to the site.
By linking levels of government investment to the levels of private investment we ensure that the governemnt invests in businssess that have popular support.
These may still be small businesses who have stronger links to their consumers and who are therefore able to rely on support from them. it would also support start businesses that have less links to an established consumer base, but who could attract investment via their products.
The policy would make it easier for small businesses to aquire capital for investments, therefore encrouging growth of existing businesses in the region and encrouge start ups to open in WY.
If the policy doesn't work to attract capital, the costs of the policy will be limitted as the government will have only provided the same amount of capital as other investors have.

This would also help expand the capital reserves of the local governemnt.
Investment into businesses can be focused through governemnt promotion of certian markets.
Special funds can be created such as using money raised from ULEZ to support specifally green companies.
