    - - Beneficiaries are people who benefit from a public service for which they do not pay directly. Examples are welfare, public education or public health,
      - Even though beneficiaries do not pay for services directly, it may still be advantageous for a public service provider to adopt a customer orientation approach towards service beneficiaries.
    - - Obligatees are people who are forced to interact with a public sector organisation in a way that they would not normally choose to do (Alford, 2002).
