Resources focused more on hurricaines rather than Earthquakes.

However, systems are not earthquake resistant and there is not enough resourcces to staff them 24/7.
Hazard maps created to show areas most at risks: however there is no national evacuation plan in the case of an earthquake.
Building design
Inability to ensure buildings are earthquake resistant.
Concrete building designs were used to withstand hurricaines up until 2010.
No government approved building code, due to political instability which makes it hard to create.
Mitigating loss
NGOs
Donors pledged over 5.3 billion dollars in aid for Haiti
The IHRC was established to aid the loss of the Haiti earthquake
45% of US households donated to Haitian charities
However, the NGOs involved often neglected working with the government, with 1% of all donor funds being offered to the Haitian Government.
NGOs failiure
USAID planned to build 15,000 new homes in Haiti, They only built 900.
None of the houses built were to earthquake standards
US taxpayers paid 21 million $ to fix structural issues with the new houses
Conclusion
Despite being aided by NGOs, these were not very successful.
