The Council

Each of the permanent members could use a VETO. One permanent member could stop the council acting even if all others agreed.

The Secretariat.
The civil service of the League. Civil servants are the people who work for the government — but not as politicians or soldiers.
They are the behind-the-scenes workers who help the government run smoothly.
Kept records of League meetings and prepared reports for the different agencies. It has specialist sections covering areas such as heath, disarmement and economic issues.

The League had 26 articles, the most important being article 10.
