Alberta decided to create the minimum age limit to start driving at 14 because they believed that the gradual learning of lesson over the years can help people improve their driving skills.

The first place to put a age limit on driving a car was Pennsylvania. In 1909 the limit for driving a car in that state was 18 years old and up.

In Alberta the minimum age for driving is fourteen years old. this is not enough time to allow the child morsel, mental, and financial skills to fully form and develop. By giving the opportunity to drive, to a Child who is yet to develop these skill can be prone to accidents and long term problems.

Temptation to do wrong is also very common with young drivers, because they are lacking some skills like patients and good judgement. This can cause for them to do something impulsive like drive through a red light.
A fourteen year old doesn't have enough life experiences to fully understand what the right decision would be to make in certain situations.
Argument 3: 14 years old should not be able to drive because they don't have the financially aid to supports the expensive of being a driver.
Damage of the vehicles would go to parents / owner of the car witch can cause a lack of care for the car.
Insurance would be way higher then it is now.
