Enables scottish parliament to legislate on areas that directly affect scotland. For example, in 2016 NHS scotland identified that sales of alcohol per adult were 17% higher in Scotland than the rest of the UK. This led to them being able to introduce an alcohol tax of 50p per unit to discourage excessive drinking.
