How do they implement it
By punishing them with high fines, giving out free healthcare along with many bonuses and benefits. If someone had more than one they would forcefully abort the child.Granny police would check on couples who were childbearing age to ensure they don't have more than 1 child

Conclusion
In my opinion, couples shoud be allowed to have a maximum of 3 children if the population growth is too high, and disband the policy if the average age of civilians in the country is higher. I suggest a 3 child policy as the average amount of children encouraged in most cultures is 3, and it is not too less or too much, as most cultures encourage having more than 1 child, incase the child dies and the bloodline continues.
