Method:
Explain natural experiment of no parking ticket enforcement 1997 and 2001
Use dataset of 150,000 parking tickets from New York department of finance
146 countries over 1 thousand diplomats
Unpaid parking ticket per diplomat used as a proxy for corruption
Compare to existing corruption indicies that was constructed
Results:
Diplomats from more corrupt countries had higher parking violations. Statistically signficant
After 2002 they went down by 98%
A 1 unit increase in corruption index results in a 0.61% increase
Going from nigeria to norway increased corruption by 80%
Interpreation:
Culture matters
However, insitutions matter as when enforcement increases the violations decrease.
Problems:
Posits is it insitutions or is it culture, however the two impact each other
