Freedom of expression is among the most cherished rights for parliamentarians as well as for all citizens. Enjoyment of this right can flourish only in the context of both an enabling legal framework- including those elements wich provide for special protection for the free speech rights of parliamentarians- and proper respect for that framework in practice.
