New User Registration link, no payment here at this stage. In this form the user can select if they'd like to apply for the Radio or Civil discount, and based on the selection it will show user the appropriate fields to populate for verification.
Once Approved and logged in, user can select a package they'd like to sign up for. If user was approved for Radio or Civil the system will only show that one package to them.
