ARTICLE 2
All national flags shall be raised at half-mast starting 12:00 noon on December 29
To serve as a formal gesture observed a day before the officially declared National Day of Mourning on December 30.
To express grief for Dr. Jose Rizal and all other victims of Spanish oppression.

Declaration of December 30 as “National Day of Mourning”

first celebration of Rizal Day
Daet in Camarines Norte
constructed at the expense of the townfolks
first monument ever created in the Philippines
unveiling of the Rizal monument

under the sponsorship of the Club Filipino
Emilio Aguinaldo is the general of the Revolutionary Government of the Philippines.
The second Philippines Commission led by Civil Governor Taft was the first to recognize Dr. Jose Rizal as the national day of mourning
