When succeeded, Alex II used almost all of his nobility to administrate governence over Russia. The State Council was an advisory body over Russia
Participation in politics was almost non-existent for 99% of the population. Governing was complex and tiring. There were no institutions to coordinate work with the Tsar
Institutions were largley disconnected and inefficient. The local governments' existed on 3 levels;
. Provence
. District
. Rural District
There were 50 provences; the 20 districts within each provence.
Within these districts, there was no chain of command. Although governments were inefficient, they ensured that the nobility were loyal to the regime and excersied control on behalf of the Tsar.
The Third section was responsible for political security. They had power to banish suspected political criminals within the country.
The 3rd Section conducted censorship, prosecuted counterfeits etc...

Alex introduced a number of reforms which earned him the nickname 'Tsar Liberator'. However, he never really differed from his fathers regimes.
Because Alex didn't differ majorly in comparison to his father, all changes and reforms should be seen as an attempt to maintain his autocratic authority

Zemstva 1864
- Was an elected group chosen by landowners and peasants
- Those who wanted to vote had to own land, meaning that the groups tended to consist of wealthy individuals.
Dumas 1870
- Were the urban equivilant of Zemstvas
- Impossible to be a member unless individuals were very wealthy
- Less representative than the Zemstva
