Article 1 defines the powers of the Legislature. The legislator branch is mentioned first in the constitution which tells us it is seen as the most important by the Founding Fathers.
They were also not very specific when outlining its powers so that these powers could not be removed.
Congress was designed to be the most accountable branch. It would also be able to protect the rights of the states from within the federal government and it would be able to directly challenge and limit the power of the newly formed presidency.
Chambers hold Concurrent Powers, meaning both need to approve the passing of legislation, overriding a president's veto, inititate constitution amendments and declare war.

Divided Government...
a situation in which one party controls the White House (executive branch), while another party controls one or both houses of the United States Congress (legislative branch)
has become more common. Between 1901 and 1969, Us Federal Government was 'divided' just 21% of the time. Since 1969, the US govenment has been 'divided' 70% of the time.
In the first congress there were only 65 people in the House and 26 in the senate. The growth of congress has made it harder for chambers to agree and pass legislation and particually constitutional amendments.
