Centralized financing was seen as a way to fund shared projects, like railways.
The biggest financial problem that Canada dealt with was when Britain repealed the Corn Law. Which means Canadas wheat and flour had to compete with grains from many other countries which pretty much killed them. Their wheat and flour prices went up and their exports to Britain dropped by over 60% which put them into Recession
Provinces struggled with significant debts, especially after costly infrastructure projects. Like the railroad, The railroad was built on top of 2 ideas the first being so they could link together all the colonies with the idea of confederation and the second was because after the Recession they wanted this railway to connect to East to West and to British Columbia so they could transport/sell goods/raws. So this was a good idea except for how expensive the railroad was in the end

The people who wanted Confederation started promoting it because it could end their economic troubles and they would start building a railroad to connect all the colonies. Before this, the Political deadlock was challenging them economically and that's why they started promoting the idea. In the end after they did they built the railway and little did they know how costly it would be and they would end in debt from it
