Initially, Brit govt. had little involement in Australia's governance - unless it got totally out of hand like Rum Rebellion
Whilst powers of governor did not change under Macquarie - more frequent communications with London menat more scrutiny of the colony and the govenor

Whilst a legislative council was created - members were not elected. Limited civil representation demonstrates that colony was still governed in a way mirroring its penal origins.
