Denmark case study
20 years ago, regulation requiring metering of water consumption was set up in Denmark, introducing tax on water consumed.
The theory was that higher prices would deter unnecessary consumption.
Water price changes: 1989-2020, prices went from €2 to €7
Did it work?
The dramatic increase in water prices has increased public awareness about saving water. There has been a significant drop in consumption from a per capita average of 170 litres per day to 110 litres per day.

Reductions in prices
However, this year (2023) saw some of the world’s most advanced utilities in Norway and the Netherlands cut their tariffs as efficiencies were passed onto consumers.
