A reaction to the British system and was designed to preserve state sovereignty over all else
Problems:
National gov. gets power from states
No power to tax or maintain armies
No exec. or national jud. provided
Unicameral congress with equal rep.
Too decentralized to ensure peace or prosperity
Congress could ask for everything and states were free to grant nothing
Amendment only by unanimous state consent
Shay's Rebellion (1786-1787)
In Jan. 1787 nearly 2,000 farmers stromed a gov. arsenal
The farmers wanted to stop foreclosure on their lands, so the farmers in western Massachusetts took up arms led by a former army captain named Daniel Shays
Factions were spread all over the newly formed states
Britian and Spain harassed the borders
The powerful state leg. seems unwilling to impose order and Congress was too weak to
