Shortly after ratifing the constituiton, the founding farthers decided to add the Bill of Rights to the constitution.
Why?
Federalists wanted a stronger federal government as after the Revolutionary War it became clear one was needed.
Anti-Federalists wanted a stronger state government as they were concerned that the federal government would be a threat to individual rights.
James Madision proposed 20 amendments to Congress, congress approve 12 but only 10 were ratified by the states.
Amendment Process: proposing an amendment requires a 2/3 majority in congress, or 2/3 of state legislatiures (never acutally used), and for an amendment to be ratified this must be done by 3/4 of state legislatures, or state ratifying conventions.
