there are two ways of looking at this and both are not mutually exclusive. but understanding these 2 perspective help us move forward in and in ways to solve congestion and why some solutions don't work and why some may work(this is a complicated field)
engineering perspective
like what actually happens mechanically when a road breaks down and its level of service and traffic slows down
there are 2 categories when we talk of congestion
recurring congestion
predictable congestion that shows up day in and day out like in peak hours of the day
rush hour or people leaving for and from office at the same time
non recurring congestion
unexpected or irregular events that create bottlenecks most common of these are incident and crashes, street closure and special events and weather
big event, maybe INDIA hosting any big event, parade, rallies or any other event that causes people to take other route that creates congestion
key terms to work through
SPEED : distance that a vehicle covers per unit of time
FLOW : number of vehicles that passes per unit of time(vehicles per hour OR vehicles per 5 min)

HEADWAY : time elapsed between two vehicles passing
DENSITY : vehicles per unit of raod way(vehicle per lane mile of road(mile of road in 1 lane))
actual observed traffic volumes are not predictable and regular but is stochastic

isn't a linear phenomenon
up to a certain point the density the road can handle is fine and when it crosses this this causes congestion
this means a really congested road is despite the fact that it looks very crowded is actually moving very few vehicles

delays emergency vehicles
increases costs of goods movement
