Developing a Financing system to support public health infrastructure
$32 per person is needed annually by the government to create conditions for every person to be as health as physically possible
There’s only about $19 per person provided by the government annually
$13 dollar gap that neees to be closed to reach peak public health

Minimal Level of Public Health Protection
The spot in which you live should not be able to determine your level of public health, but in the U.S. this tends to happen more often than not
Public Health deficiencies anywhere can affect the health and security of the nation
To effectively respond to emergencies and pervasive health the government needs a predictable minimum number for funding annually, specifically for every county in the country.
Emergencies: disasters (natural and man made) and pandemics
Pervasive Health: diabetes, heart disease, and other chronic illnesses in a communtiy
Public Health Foundational Capabilities
Defineable sets of capabilities that every public health department should follow
1) Assessment: ability to tract health data, case findings,and lab reports; paying specific attention to those at risk
2)All Hazard Preparedness: ability to tract health data,case findings, and lab reports of potential hazards
3) Policy Development and Support: capacity to respond to emergencies of all kinds
4) Communications: ability to translate public health science into appropriate policy and regulations
5) Community Partnership Development: capacity to align and harness community resources to align with community health
6) Organizational Competencies: ability to lead internal and external stakeholders to move towards action, with focus on advancing health equity

PHLF Principles
1) everyone in the U.S. should be served by a public health agency: equitable and equal access for all
2) financing of foundation public health is government responsibility
3) financing should be shared by the federal,state, and local levels of government
4) Public health should be assed and provided in every community based on national standards

To prevent epidemics and the spread of disease

Core Public Health Functions
Assessment: obtaining data of the health of the overall population
Policy Developement: developing evidence based recommendations and other health options
Assurance: governmental public health oversight responsibility ensuring public health and health care are available to the community
Local Public Health departments are generally for the following:
immunizations for those not covered by the private system
disease surveillance and initial investigation of outbreaks
Communicable disease control, including a minimum tuberculosis nd syphillis case finding
Inspecting and licensing of restaurants
Environmental health surveilance
Public health screenings programs, including newborn and lead screenings
Tobacco control programs
Public health preparedness. And response to disasters
