citizens may organise themselves into community grps to address specific needs of society. RSVP Singapore is an example of a formal community grp organised by citizens. formed in 1998, RSVP Singapore actively engages senior citizens in volunteerism.
senior volunteers at RSVP Singapore serve more than 200,000 beneficiaries each year
beneficiaries include socially isolated seniors, elderly patients discharged from hospital care, the mentally disadvantaged and at-risk children from low-income families. RSVP Singapore also runs programmes to teach the elderly relevant and useful skills
govt agencies
the govt can create oppo for the community to show care to those around them:
-setting up structures, policies and national programmes
-providing resources
-work with community grps to support beneficiaries
how does the govt address the needs of the elderly?
-the govt provides financial support for senior citizens with low income
-govt supports community grps in setting up programmes to teach the senior citizens useful and relevant skills

engagement platforms such as Reaching Everyone for Active Citizenry @ Home (REACH)
REACH is the national feedback and engagement unit under the Ministry of Communications and Information. it seeks to engage citizens' views on public policies, and listen to their concerns and issues. REACH consolidates the feedback received through various feedback channels and shares them with relevant govt agencies
how can citizens use engagement platforms such as REACH to influence decision making?

listening points and dialogues:

-physical and online dialogue sessions
-encourage citizens to share their views on national issues

-consults the public on various issues, such as the proposed changes on the Maintenance of Parents Act
other than sharing opinions with the govt through engagement platforms such as REACH, citizens can also work with the govt by engaging in more rigorous discussions and recommending ways to address problems in society
one problem of concern in Sg is that of diabetes. Hence, in 2016, the Ministry of Health (MOH) launched the War on Diabetes - a nation wide effort to help Sg'reans prevent and manage this health concern
as part of the effort, MOH organised Sg' s first ever Citizens' Jury. Citizens' Jury was organised for citizens and govts to work tgt to recommend ways to tackle the problem of diabetes
on 14 April 2018, MOH announced that it would support 14 out of the 28 recs and explore the remaining 13
a campaign to drink more water was one of the recommendations that received the govt's support. the govt installed more water coolers in public areas as part of the campaign. another recommendation that was taken up was a diabetes awareness campaign and curriculum for children
strengthening citizens' sense of belonging
one way in which citizens and govt can work tgt to strengthen citizens' sense of belonging is to preserve the country's heritage.
an eg of such efforts is the attempt to preserve the memories of Dakota Crescent, which is seen as part of Sg's heritage
Dakota Crescent is one of Sg's oldest housing estates. in 2014, the govt announced that Dakota Crescent would be redeveloped as part of renewal plans for older public housing estates. Residents would be able to relocate to another housing estate
efforts by citizens(as indivs)
indivs, such as Mr Cai Yinzhou and Mr Jeremy Ho made efforts to preserve the memories of Dakota Crescent. they started a project called Between Two Homes
As part of the project, an interactive website was created to document the stories of Dakota Crescent residents -> the website documents residents' stories of Dakota Crescent and thus preserves the memories of the place. By documenting these memories online, other Sg'reans also learn more about and appreciate the heritage of Dakota Crescent

provide structures and funding
to strengthen citizens' sense of belonging. One example is
Our Singapore Fund
, which was launched by Ministry of Culture, Community and Youth(MCCY) in 2016. it
supports ground up projects
that build up the national identity or meet social and community needs. successful applicants may receive funding of up to 80% of costs, subject to maximum of $20,000 per project.
Between Two Homes was one of the projects that received funding from Our Singapore Fund

provides citizens with a stake in the country's affairs
. in preserving the heritage of Dakota Crescent, the govt
engaged citizens
, such as residents as well as community and heritage interest grps. common feedback was that the central courtyard, where the Dove Playground was located, holds special meaning for the residents as it was where they used to gather. the courtyard also included a few blocks of distinctive pre-HDB flats.
It was eventually decided in 2017 that some of the buildings and the Dove Playground in Dakota Crescent would be retained and repurposed for civic and community uses
how can govt efforts to preserve the country's heritage strengthen citizens' sense of belonging?
preserving buildings, such as the pre-HDB flats that are unique, helps to remind citizens of Singapore's past. this can strengthen citizens' identity and belonging towards the country
by giving citizens a say and listening to them, the govt is giving ppl a stake in the country. this helps citizens feel that Sg is their home and thus strengthens their sense of belonging
