this sort of makes sense, that to fork, the orig group has be overflowing. But there may be other drivers. eg: Setting up in a new timezone.
Maybe its enough to set min and max sizes for pods, and to say, that all changes must satisfy the size requirements, or not breach them for more than X weeks, for both the seed pod and new pod

Im wondering if the scope of the pod needs to be at least partially predetermined by the creation proposal process
meeting procedure organisation, time, scope is done with the carding, minute taker, pod host etc and documentation of it
