The Fraud Act was passed by parliament as a result of advice from the Law Commission, simplifying legislation on fraud.
The Halliday review - The review found that the main problem with the law reform was the inability of government departments to accept reform proposals and create and opportunity for discussion in parliament. The amount of annual legislation increased in both number and length which put pressure on parliament.
There was a backlog of 36 bills that Parliament had failed to consider - due ot a lack of parliamentary time and interest.
1993 - the LAw Commission reccomended reforms to the criminal law on non fatal offences and to the civil law of legligence in 1998 but neither area of law has been changed.
None of the Law Commissions proposed reforms were enacted.
In this time period the success rate fell and only 50% of its proposals became law
The Law Commission had a successful start with 85% success rate of its proposals for reform being enacted.

The Law Commission Act set up the Law Commission as an independent body that would 'keep under review all the law' etc.
