        Diplomatic Skill: A country with strong diplomatic abilities can build consensus and guide discussions.
        
        Formal Equality: All members of the group are considered sovereign states with equal rights and obligations.
        
        It's important to note:
        
        The status of "primus inter pares" is not fixed. It can change depending on the issue at hand and the balance of power among states.
        
        A country's influence doesn't translate to absolute control. Effective leadership still requires cooperation and negotiation with other members.
