To anticipate the future by making preventive, incremental improvements to processes & products before they break or becomes obsolete

After the excellence criteria & vision standards for achievement have been established, project team can use critical reflection process to measure & improve project result as the project proceeds:
Reasons
The project team members must determine if they are achieving their goals
They need to improve & refine the implementation process as it occurs- they must anticipate potential problems & initiate preventative measures
