Sustainable development goal 4 fact file of information from research review
It is estimated 84 million children and young people will still be out of school and nearly 300 million students will still not have the basic numeracy and literacy skills they need to succeed in life.
This information is numerical and based on fact.
Therefore, it can be counted as a social issue and evaluated to be important for the reasons that it brings emotional and personal feelings into the document.

It is well known that children who have early childhood development achieve higher education levels and make more money as adults.
This is more opinionated than factual although there is statistical evidence to prove that this is true, peoples opinion will vary on the matter and there will be differences in how people think this will effect low education environments.
This issue is social again and there are no/very little other factors that play into this fact.
Over 600 million children worldwide are unable to attain minimum proficiency levels in reading and mathematics, even though two thirds of them are in school.
This is another important factual input to the argument and I would frame as having multiple effects and inputs.

For example, political agendas have failed, social impacts leave people at risk and economic problems leave areas at high exposure as well.
Without quality education, children face considerable barriers to employment later in life. They are more likely to suffer adverse health outcomes and less likely to participate in decisions that affect them – threatening their ability to shape a better future for themselves and their societies
This is a quote from a sustainable and believable, unbiased source which means that although people will have opinionated views on the matter.
There are reasons to believe that other factors that play a role into leading this organization to state this provide it to be factual over being an opinionated statement.
Fix the mess in the early years. By targeting development at younger children (primary school age) children can learn key skills young.
This or similar statements have been made by various sources I have researched, the Welsh government source and the local Flintshire county council source included.
These have shown that they are relevant statements and have a strong social attraction.

Constant crises, conflicts and emergencies are making it much harder for children and young people to access quality teaching
This is a severe political, economic and social problem as some long lasting conflicts have taken a large proportion of funding from education sites as in many places it is not considered to be an important factor to lives
Therefore, this could come under many issue titles.

The UK government cannot achieve its agenda on inclusive education.
Although this is a smaller quote, it is impact on a political scale as it shows that the issues are being tackled incorrectly by the UK government and that more should be done.
It is important that the readers pay attention to this as it is a key source of forcing improvement in the UK and globally with education.

Wales’ childcare offer provides eligible working parents with 30 hours of government-funded early education and childcare for three and four year-olds for up to 48 weeks a year
This final quote from the review is a social related fact.
It may also be considered political as there are issues relating to the Welsh government assembly and Flintshire county council which criticize them for their methods of dealing with the UN SDG.
