GOVERNMENT PROCESSES
most laws made through process of consultation, debate + voting
when a law is considered, theres a public consultation in the form of a
GREEN
paper
after a green paper, a WHITE paper is produced w/ formal proposals
allows a bill (draft act) to be presented to Parliament
GREEN PAPER: initial report to provoke public discussion of the subject
WHITE PAPER: a document setting out plans for legislation- often includes draft bill
HOUSE OF COMMONS
650 members (MP's)
democratically elected
largest party forms government (if majority)
gov decide what new laws will be introduced
HOUSE OF LORDS
membership by appointment
scrutinises bills that have been approved by house of commons
regularly reviews + amends bills from the commons
can delay bills + force commons to reconsider- however cannot prevent bills from passing into laws
STAGES OF A BILL
first reading= formality stage, bill is read in chamber + vote is taken
second reading= main debate takes place, principles are considered
committee stage= bill is examined in detail by small number of MP's from different parties
report stage= committee will report back to the House + will propose changes to the bill if necessary
The Lords= if they make any changes, it is sent to the commons to agree, any changes sent back to Lords + so on (ping pong stage)
Royal Assent: when both houses have agreed, bill is approved by the monarch + becomes a law or 'act' of Parliament
