Meant instead of cooperating with foreign occupiers, German workers were urged to resist non-violently.
Goal was to disrupt production and make it unfeasible for the occupying forces
Streseman ended passive resistance in the Ruhr which had been an economic burden
Helped ease economic strains and stabilise the situations
