Decline of Detriot
The rising number of unemployed workers meant there was less money so taxes had to fall. This meant that there was little money to invest in the city and so it couldn't develop.

Development
The total population of the wider metropolitan area grew as life became increasingly dependent upon the car, and urban areas sprawled in the original motor city.
There were lots of job opportunities with competitive salaries. African Americans were welcome, whereas elsewhere in the USA there was lots of bad discrimination.

82% of residents of the City of Detroit were African American.
85% of residents of Grosse Pointe Park were white.
