**Rules** are higher level and general. They set out conduct that parties should aspire to. Rules come first in a document or a section and are the basis of the requirements that implement them.

**Requirements** are more specific and concrete. They set out actions that parties must take. Requirements flow from rules and support them. They come after rules in a section or document.

**Procedures** are the steps that parties would take to meet the requirements. These should be separate documents from requirements. They’re written in order of actions to take. :

**Templates and forms** are also separate documents from requirements, but they may overlap with procedures or be required by a procedure. They’re also written in order of actions.
