INTRODUCTION
According to Van de Walle and Groeneveld (2016:79), public sector reform means the conscious implementation of changes to public sector elements in order to achieve more efficient output. There are various approaches to this endeavour. The identified seven perspectives will be summarized below: institutional perspective, transformative perspective, principal agent perspective, innovation theory perspective, change management perspective, cultural theory perspective, and interpretive perspective.
