Sacred forests destroyed such as Destroyed by farmers with plots adjacenrt to forests to 1) get richer loam, 2) reduce shade on their plots, and 3) demonstrate anti-colonial nationalism as sacred forests were associated with kin groups.
Increased demand- following WW2. Less people, greater demand. Greater population density.
Ideological shifts

Water Conservation Rules of 1938- shows inefficiency of colonial policies as was largely down to the discretion of local authroities.
