sneer indicates hes judging the people and looking down on them because of all the power that he is. cold command tells us that hes brutal he has no mercy and only cares about himself

arrogant , hes essentially saying he is the most powerful and all the other kings are inferior, shows his selfishness as he sees himself as superior and the best. Ironic as now he is powerless.
'far away'
The statue is in a far away land, has no effect or power on anyone it is just there. Shows how insignificant and powerless it has become. The leader had tried so hard to extend his power but eventually he came out with nothing. And you could say if he had been nicer and less selfish things could of been different.
Beggining

its fairly irrelevant and is only really known by travellers and people who are interested, It's in Egypt which is seen as a failed empire and became unimportant with a loss of influence and power.
'a shattered village'
irony, a king who thought he was all this and was a powerful figure and try to present all this greatness through his statue in the end is left by a forgotten, destroyed and irrelevant.

He feels pride in what he had achieved and all of the power he had at the time and this sense of pride came from the fact he thought he was above everyone.
