international law has developed considerably in recent years with international courts and tribunals becoming more prominent BUT international law remains incredibly hard to enforce while states can still claim sovereignty

states can either refuse to sign up to international organisations or agreements or refuse to comply even where perpetuators of war crimes have been indicted if there are in a state that wishes to protect them they can often act with impunity
