Public sector funding is inevitably limited and cuts in budget will impact on the effectiveness of agencies providing social control
Police – massively underfunded – less staff – less effective, availability and reduced training
The police service has faced cuts in its budget over recent years and sees no sign of money being increased
According to the House of Commons Briefing Paper on Police Funding (2016), the central grant to police forces has decreased by 25% in real terms from 2010/11 – 2014/15
This will limit the number of police officers, detectives and investigators
Prisons - The HM Prison Service also suffered budget cuts too - from 2011/12 to 2014/15, its budget has been cut by 25%
Over the same period, prison suicides, self-harm incidents and attacks on staff have increased
Subsequently no funding for intervention, therapy, help – negative effects on offenders with mental illness due to funding cuts
Charities – funding reduced – lost 3.8 billion in grants over last decade from government – less money for resources, programmes, interventions, etc
CPS – less funding – less staff – not as effective in assessing cases – too stretched – decrease in CPS performance

Environment
When prisoners are released from custody their home environment has a substantial impact on whether or not they stay out of prison

Additionally, the Prison Reform Trust 2016 (charity) found that prisoners who receive visits from their family are less likely to reoffend, yet 68% of UK prisoners receive no family visits during their sentence
Also, offenders who live with their immediate family upon release are less likely to reoffend, but only 61% of offenders do live with their immediate family upon release
Finding employment after being released from prison has an impact on creating an effective environment for an offender once released
However, only 27% of offenders had a job to go to on release from prison and only 12% of employers surveyed in 2016 said that they had employed someone with a criminal record in the last 3 years
