In devolved governments, representation can backfire, like in old Stormont elections - Stormont, which uses the proportional AV system, had been in gridlock since 2015, which led to Sinn Fein and the Democratic Unionist Party both having a majority of 7 seats (out of 90), which meant because it was so representative, nothing could get done. So, while it was representative of the views there, this representative system led to a devolved government in despair and not taking any action, because no-one had a clear majority.
