Membership of the league
In the ascent of the USA Britain and France where the most powerful members. Italy and Japan where also permanent members of the council. The league had 42 members of the council. the league had 42 members when it was founded.

USSR prevented to join until 1934 due to Britain and France not trusting communist nations 1934-1939
Britain: politicians were more interested in building British trade and looking after the British empire than an international police force
France: Main concern was another attack by Germany. They had worries that the League was too weak without an army and would be unable to protect them. It did nothing Britain would send an army to help. France had no problem with bypassing the league in order to protect itself from Germany
The council: A smaller group than the Assembly which met more often. Wanted to resolve disputes by talking

Economic recovery: Another reason for optimism in 1928 was that after the 1920s European countries were recovering.

Increased trade between countries reduced political tension who is why free trade was an aim of the league

President Wilsons idea: world parliament. British leaders thought they should just have an organisation that should meet in emergencies (conference of Ambassadors. French wanted a strong league with its own army
Wilson got his war. He wanted major nations to disarm and take disputes to the league. People thought Wilson was arrogant others said he had idealism and that people would not listen to him
Congress did not approve of Wilson's plan due to having to maybe suspend trade in a. conflict or because of loss of life and people wo hated to the treaty and fears that the League would be dominated by Britain and France
Congress voted in 1919 and 1920 Wilson (democrat) had had a stroke. H still decided to make congress vote again but he was defeated again. Wilson was to ill to run for president again . The republican candidate warren Harding wanted USA to be isonaltionsit and to 'return to normalcy'. he won by a landslide. The USA never joined the league
Internationalism
Although Wilson's version of the League had never happened the League still achieved a lot in the 20s

Historian Zara Steiner has said the league was good at handling small change but the league could not handle big issues that appeared in to 30s
The league was somewhat successful in bringing the leaders of countries together to discusss issues, whether big or small.

The secretariat: civil service of the league. It kept meeting records and prepared reports. Brought together experts on key issues
International Labour Organisation (ILO): The ILO brought together employers governments and worker's represantives. Aimed to provide good working conditions. Collected stats and info on conditions and tried to persuade member states to adopt them
The Assembly: The leagues parliament. Every country sent a representive. Recommended action to the council, all decisions had to be unaimous. Only met once a year
The Permanent Court of International Justice: The court was based in Hague, Netherlands. Made up of member sates judges. Settled disputes, border disputes. Had no way to make countries follow their desicions
