learner certification- twice a year by conducting Foundational Literacy and Numeracy Assessment Tests in collaboration with NIOS

Women, SC/ST/OBC/PwD/nomadic/laborer
Aspirational districts, educationally backward, female literacy rate<60%, left wing extremist affected areas
